Annotating, Stamping, Signing PDF in Browser

Our company built a browser-based (Internet Explorer) product in which we allow the user to interact with PDFs to stamp, sign, and add comments using SDK 6.  We built an Acrobat Plugin using C++ to create a custom toolbar to facilitate zooming, searching, stamping, etc.  The webpage that hosts Acrobat 6 is part of an ASP.Net application.

We are attempting to update the application to Acrobat SDK 11.  We have been successful in getting our plug-in toolbar to appear.  The issue is that we are unable to annotate the PDF.  The Acrobat control shows the built-in Acrobat tools for editing, signing, etc, but these controls are grayed-out (disabled).  No matter what we do, we can't get the Adobe browser control in SDK 11 to allow editing.

Our internet searches have been unsuccessful in any information regarding this.  Is editing/stamping no longer available in the browser?
